    As far as I remember, that site has only been live for a year or so. I've often wondered if it isn't a missed opportunity re: rationalisation - perhaps a companion site to Direct Gov with more central govt agenda / policy stuff that wouldn't be so citizen facing. But it does look very odd in its current form.
